The local pack — also called the map pack or 3-pack — is the boxed set of business listings, with a map, that Google places near the top of a local-intent search. It usually holds three businesses, sometimes two, sometimes with a local ad wedged above them.
It runs mostly on proximity and prominence rather than the language parameter, so it tends to hold steady when you flip hl but reshuffles hard when you move the location. A business that owns the pack downtown can vanish from it a few kilometres away, which is exactly why local rank has to be checked from more than one point.
